Canadian Prime Minister Justin Trudeau acknowledged that the federal government "could have acted more quickly" to address the large influx of migrants entering the country after the COVID-19 pandemic.

Trudeau's comments were made in a nearly seven-minute video posted online over the weekend, where he outlined the government's decision to impose limits on the temporary foreign worker program and reduce the number of permanent residents allowed into Canada by up to 27% by 2027.

The Prime Minister largely attributed the situation to "bad actors," such as corporations and universities, which he said were responsible for enticing immigrants to Canada. He explained that these groups capitalized on the post-pandemic labor shortage by luring workers with false promises of college degrees, permanent residency, and job opportunities.

However, Trudeau also admitted that the federal government was partly responsible for not "shutting off the taps sooner" after the country's labor shortage began to subside.

"Looking back, when the post-pandemic boom slowed and businesses no longer needed as much labor, we, as a federal team, could have acted more quickly and turned off the taps sooner," Trudeau said in his video message. "Immigration is primarily a federal responsibility. We have the tools to manage it. And that’s what we’re doing."

Canada's new plan, announced last month, aims to reduce the number of immigrants seeking permanent residency over the next three years. In 2025, the target will drop from 500,000 to 395,000, followed by a reduction to 380,000 in 2026, and a final limit of 365,000 in 2027.

In addition to the changes affecting immigrants seeking permanent residency, Canada will also begin imposing limits on the number of temporary foreign workers allowed into the country for the first time. The goal is to reduce the proportion of temporary foreign workers in Canada to 5% of the total population.

Meanwhile, Trudeau's Liberal government has seen a decline in voter support this year. In response to this waning approval, Canada has started tightening visa requirements and turning away more immigrants at its borders, Reuters reported in September. On average, Canada rejected about 20% more immigrants per month during the first seven months of the year, the outlet noted. In a podcast released Friday discussing Canada's ongoing immigration challenges, Conservative Leader Pierre Poilievre criticized the chaos in the immigration system, attributing much of it to Prime Minister Trudeau’s leadership. Poilievre claimed that under Trudeau, Canada’s population increased by 300% over several years. The Conservative leader also held Trudeau responsible for much of the waste, fraud, and abuse that the prime minister mentioned in his video, which contributed to the significant surge in immigration following the COVID-19 pandemic.
